I have found that the collections at MyHeritage are often found on free sites, so I checked FamilySearch

The only collection on MyHeritage that I couldn’t find under the Census & Lists category on FamilySearch was
Germany, Westfalen, Minden Citizen Lists, 1574-1902
However, I found a mention of this collection at FamilySearch on the Legacy Family Tree News blog – http://news.legacyfamilytree.com/legacy_news/2013/01/familysearch-records-update-2-million-new-records-from-czech-republic-germany-peru-and-united-states.html
Since the collection used to be on FamilySearch, I scrolled through the list of collections for Germany and found the collection:
Germany, Prussia, Westphalia, Minden, Miscellaneous Collections from the Municipal Archives, 1574-1912
The description of the collection is “Population registration, citizen rolls, and census records for the city of Minden. Original records are located in the Kommunalarchiv in Minden”.
This collection includes images, and has 58,932 records
